Mortality value uses a value of statistical life and is not a healthcare expenditure. Emergency department (ED) service costs and billed charges are separate estimates of the same encounters and should not be added together. Service costs refer to the added operational and resource expenditures from heightened ED visits. Billed charges refer to the costs billed out to the patients. City reference values, sensitivity ranges, and the alternative climate comparison are provided in Appendix A. SSP2-4.5 refers to a “middle of the road" greenhouse gas emissions scenario under the Shared Socioeconomic Pathways framework that assumes a continuation of historical social and economic trends alongside moderate climate action or mitigation efforts. Carbon dioxide emissions would continue at current levels until 2050, then decrease but do not reach net zero by 2100.
