Most NC counties stand to lose property tax revenue under a 2 percent levy limit

This retroactive analysis of how a 2% levy limit would have impacted counties during their last revaluation gives us a clear sense of the broad-spread impact a levy limit would have in communities across the state. Estimated revenue losses assume counties could only increase property tax revenue by up to 2% above the revenue-neutral level and are based on each county's property tax revenue from their latest revaluation. A zero percent change does not mean county revenue would not be affected in future years.
